There were 4 semifinals with a total of 32 songs, eight songs in each one. Two songs from every semifinal went to the final in Ahoy Stadium in Rotterdam in March the 1st. The qualification process is the following: each semifinal had a jury and televoting. The winner of the jury and the winner of the televoting got a place in the final. In case the winner of both were the same song, then the second most voted song in televoting got the place in the final.

In the final, jury and televoted were used to decided the winner. Each counted a 50% of the total score.
