This letter sounds like the CH in Scottish "Loch" or in German "Bach", or the KH in dwarvish "Khazad-dûm", or the X in the Greek word ψυχή "psikhí", meaning "soul".
To pronounce this, press the back of the tongue against the back of the palate, or against the uvula, and then force air between them. This will sound lot like like gargling.
In some dialects of Spain Spanish, the Spanish letter J sounds exactly like the Arabic خ.
The sound has no place in the English alphabet, so it is usually written as "KH", as in the name "KHALEEL". In this website, I represent it with the symbol (kh) خ: (kh)aliyl خليل.
Using plain kh for this sound in this website would be very inconvenient, because the Arabic letters kh كه sound like k ك plus h ه, or like kah kih kuh, but never like خ.
To write this letter, first write a ح, then add a dot above.
