This letter is a Z. It's called zaay زاي, pronounced
zie or zay (your call).
The zay is a non-joining letter.
In some old writing styles, there was a difference in shape
between the ز and the ر: the ز
was like a hook. The figures show the word
alif L R Z (#arruzz أرز, grandfather of the English word
"rice"), on the left with a hook zaay زاي and on the right with a modern
zaay زاي.
In some other styles, both zaay زاي and raa# راء are hooklike, while other (decorative) styles use both shapes interchangeably for both letters.
